I was reading this article about UI design mistakes. #9 is about sticky toolbars and the first offender for this which came to my mind is dnnsoftware.com. I always hated the toolbar. I have no use for it because most of the time when visiting the site, I am in the forums and I am not navigating between the site's pages using the toolbar. Everyone knows the navigation  links are usually at the top. On my Android phone in landscape mode, the toolbar takes about a third of the screen space. Useless and I have to deal with it forever and ever.
On my Android tablet, Chrome's menu and address bar disappear when I scroll downward. They know screen space is valuable. The dnnsoftware.com theme designer thinks otherwise.
On a PC, I can hit the home key and jump to the top of the screen. I don't have to scroll upward and I am OK even if I do scroll. This sticky toolbar is just a nuisance instead of helping.  Scrolling to go to the navigation link is not a big deal. Some sites have 'Jump to top' links always somewhere above the fold and this eliminates the need for sticky toolbars. In general I don't like anything sticky like chat bars, toaster bars, slide out bars.. etc but they are bearable because they are mostly out of view and do not take muck screen space.
