I'd suggest doing another clean install.  It sounds like you're not missing a step now necessarily but that the previous installation was probably incomplete.

I agree.

1) Delete the SQL database and recreate using the same user.
2) Delete the InstallationDate key from the web.cofig.
3) Copy all the module zip files from the DNN package to the install\modules directory.

** If you do not do #3 then DNN will install but none of the core module will be installed.
