I created a new page and added an html module to the top banner pane. When I add the banner image the banner pane doesn't shrink in size. On all the other pages I have created, once I add an image to the banner the gray background pane sizes to fit the banner image's height. I have checked that all the settings for both instances are the same but they are still displaying differently.

this sounds very much depending on the skin applied to your page, which might not provide proper dimensions. another reason might be the module you are using, which might be assigning fixed (original) image dimensions. You would need a browser developer toolbar (like pressing F12 in IE11) to inspect the CSS applied to the image.
