ok, in this case, there might be a bunch of obsolete page permissions or settings, please check the count of rows in database tables TabPermission and TabSettings.

Yeah, this particular portal has several thousand pages.

that might be another reason, I fear DNN is loading all page data, when entering setup and for some reason might not cache it.
One idea would be upgrading to 7.3.4, a couple of performance issues have been fixed recently.
If this doesn't help, please log this issue at support.dnnsoftware.com, in order to get it investigated and fixed.
You may also backup your database, run my TurboDNN and TurboSchema Scripts and restart DNN, that should improve performance as well.
