release.config should be included in any install/upgrade package of DNN

So maybe I'm crazy, but I've downloaded both the install and the upgrade package for my version (7.2.2) and there is no release.config included.

I've done some comparison with the default web.config that came in the download, and when trying to use it, my skinning breaks.  it appears to be related to the clientDependency section.  The default config file doesn't have this section, but my config file does.  When I remove that section, the skinning breaks.

some sections get added during install, you shouldn't remove it.
just make sure, there are no sections or options missing.

I can't find anything that's missing between the two. Any other ideas? Would you recommend downgrading to IIS 7.5?
