I am not Aware of General issues with IIS 8, usually there is a difference in configuration - web.config, machine.config or app pool Settings.

Look at the size of the ViewState on that page (settings). I suspect it is huge. Serialization, deserialization and the transport back and forth of several megabytes of view state will explain the waiting time you are experiencing. I have seen this on several DNN-installations. If you have lot of tabs the PageSettings view state will explode and things will grind down to a halt. It could probably be fixed, because there is nothing in the GUI that indicates that several megabytes of state is necessary. It is probably 99.9% information that can easily be re-read from a server cache or the database on post-back.

there are a number of possible reasons for slow pages - viewstate is just one of it.

My money is on a huge view state. And it is easy to check with right-click view page source.
