It seems like there is an interesting bug in the latest build.

 Steps to reproduce

  1. Login as SITE admin
  2. Go to Page Management
  3. Click on 1 sub page
  4. Right click and add pages
  5. Add 2 pages (1 parent, 1 child)
  6. Click on new Parent
  7. Remove all users from view page
  8. After page reloads (do we really need all of these reloads!) try to click on the page you just sent the permissions for.  You will no longer be able to access to page at all

As a added note -- there are no errors in the log, no exceptions in the event log.  You just cannot access the settings of the page or the page it self (even via URL).  As far as I can tell, Step 7 now explicitly adds a DENY access permission to the page rather than just removing view access.  The only way I have found to recover from this is to login as a Supper User (host in my case) and fix it.
