Yes, you may assign permission directly in the database.
For upgrading to DNN 7, you need to switch to ASP.NET 4

We are using .net 4.0 for 6.2.9 version.

Is this the only table to set module permission : ModulePermission

Module Permissions are stored in table ModulePermissions, which references tables Modules, Users, Roles and Permissions
Page Permissions are stored in table TabPermissions, which references tables Tabs, Users, Roles and Permissions
Folder Permissions are stored in table FolderPermissions, which references tables Folders, Users, Roles and Permissions

I tried inserting a record in ModulePermission table. But i had to clear the cache using host account to get the new user in the list of users in the module permission page. Is there any workaround for this?

Or Can we make any changes in logic to enable view/edit check-box on the permission page?

Editing permissions in the database is a workaround and any change made directly in the database requires clearing the cache in DNN to become effective.

you ma check permissions table, whether there is invalid data forcing it to be displayed locked for users, besides, the only solution might be a DNN upgrade.
