Please help, I spent two weeks with this issue and I can't figure it out.

I can't upgrade DNN because the whole website breaks and I'm not even sure the upgrade would solve the problem. This is supposed to work on the current version.

Any messages in the EventLog?

There's nothing in the Event Log and it's not working even if I switch to a default DNN skin.

if you turn on Errors in your browser, does an arror show up?

Try moving all the modules into another pane and then move them back into their intended location. I noticed if there is even one module that wasn't previously (explicitly) assigned to a pane and it just sort of defaults to the ContentPane, the move of any other modules won't work properly.
