I haven't had the issue with my German translations until last updates. Problems seem to be caused by Telerik controls.

I am having a similar issue.  However, my issue is with the updating and saving of the resource files.  In my case, I have a portal-specific resource file that is named SharedResources.Portal-0.resx.  However, whenever I use the built-in functions to update this resource file, for the specific portal, the changes are posted to a file named SharedResources.Portal-0.Portal-0.resx, which is not used in displaying the changes.  I am forced to manually edit the file named SharedResources.Portal-0.resx for the changes to be used in displays.  I am using DNN 7.4.1 on the MS Azure platform.

Not sure if this is a bug, or something specific to my installation.

Hans,
do not touch files listed in the tree on the left with Portal-0.resx or Host.resx, it is a bug that they are listed.
Enter the language editor in proper mode ("SIte" / "Host" / "System"), i.e. "site" to edit the portal files and select the base file nodes on the left. It should display proper file name to be edited just above the list of texts. Save and it should save it using proper name.
