On mobile the header is too small to display the language drop down. Is it possible to include it in the DNN menu, via a node, directive, something else?

you might use a different Display (list of language abbreviations) - unless you are having a large number of languages active for your site.

 My issue isn't the display itself; I just need to know if it's possible to somehow incorporate the '<dnn:LANGUAGE runat="server" ID="dnnLANGUAGE" />' tag into my menu syntax (the .txt file that defines how it's displayed). I don't have a lot of languages - just 4 - but I'm not sure how that matters.

The problem is we have the language selector in the header of the website; however, on mobile it all shrinks down and we are using a mobile menu. The header is way too small to show the website's logo, the "hamburger" menu, and a language selector. There's plenty of room in the menu, though.

I am not aware of an option to integrate the menu into the site menu.
