Is there a way I can show a module on mobile only?

Does a module's ID remain consistent across pages if you set it to appear on all pages?

I want to show or hide modules utilizing media queries.

Yes, you can definitely do this. I'm doing it on a few sites. Just use the CSS Media Queries (as you mentioned) and reference the module ID. The moduleID should be the same if the module is set to appear on all pages. Show or Hide based on upon the media query result ... i.e. desktop, tablet, or mobile.

another option might be creating a clone of your module container with appropriate CSS class applied and use it for all modules in question.
