In 2 separate DNN 8 instances which I created under earlier CTP releases, the DNNConnect.CKE Editor would show up blank for all modules with editors including the HTML module.

Looking at the console, I did see errors along the lines of:
uncaught exception: [CKEDITOR.resourceManager.load] Resource name "wordcount" was not found at "http://mysite.net/Providers/HtmlEditorProviders/DNNConnect.CKE/js/ckeditor/4.5.3/plugins/wordcount/plugin.js?t=F7J9".

I looked and the plugins do not exist in that path but they do exist under: \Providers\HtmlEditorProviders\DNNConnect.CKE\CKEditor\plugins.There are lots of plugins that are in both directories.

Which directory should they be in? Where is it specified where it should look for the plugins?

AFAIK there has been a lot of work regarding the Editor in the past weeks, did you try to update the package, using latest from GitHub (https://github.com/DNN-Connect/CKEdit...)?
