Half year a go someone was messing with my DNN core files (most likely replaced some by FTP). My Filezilla client does not always do Secure FTP, does not always show, after reboot, fresh startup, new connection, the SSL certificate of the server. So password is not always going secure over the internet. This is perhaps half the times the case and at random. This happens on the side of the server and my web hosting company is responsible.

Has someone again messed with the core files? Since last time I fixed the permissions, could be they were accessing the core files by insecure permissions, I don't know, I'm no hacker, but only a web developer, only know civilian security

Is this intermittent or have you been unable to access your Site Settings for half a year?

Are you seeing any errors in the Event Log?

I might lean more towards a data base connectivity issue rather than something more nefarious. I think the data was either not there or returned some unexpected null values. Just a hunch though.

I am not sure it will fix your issue but it wouldn't hurt to try upgrading your DNN installation to the latest version.

I suggest performing an upgrade to DNN 7.4.2, this will replace all your DNN code files.

The error message here is that it is trying to set a value to an index higher than the options. It is possible that someone edited a value in the PortalSettings table to take it past known/valid options. (Just a guess based on the stack trace included.)
