We are on DNN 7.40.

Our site is large so we chose to convert pages one at a time.  The problem is that when we select "Make Page Translatable" on a page DNN creates a second page instead of localizing the current page.  

For example I have a test page called "translations".  I go to "Page Localization" and select "Make Page Translatable".  The page settings refresh but do NOT show the translation settings for each language as expected.  Now when I go to "Page Management" I see two pages: "translations" and "translations(en-US)".  

If I look at settings for "translations(en-US)" it has non-reference copies of all my modules from "translations".  That's no good.

This is creating a lot of work.  Has anyone seen this before?

DNN 7.4.0 has a number of bugs for localization, I strongly suggest upgrading to 7.4.2

Ahh thank you for that answer Sebastian.  You've saved me some work.

Now I wonder, do I need to back out / turn off localization before I upgrade to DNN 7.4.2?  I am wondering if 7.4.0 has made changes that need to be reversed.

Restoring from backup unfortunately is not an option since the site changes everyday and we are already three days past the day we turned on localization.

you should simply perform an upgrade.
You might need to check site settings afterwards.
