Did anyone every find out the root issue of this? Seeing this happen on a site upgraded to DNN8.

Any one else with this issue, where you are getting errors as described in the first page of this thread with the wrong CSS/JS files being served.
It was a straight forward issue to do with caching. In the site effected the web.config had this section.













I fixed the issue by commenting out the axd caching definition. This is how that section looks now and the site is now working as expected.
