I am dealing with the same question here , while working on an upgrade.
Removing <%@ Register TagPrefix="dnn" TagName="ACTIONS" Src="~/Admin/Containers/SolPartActions.ascx" %>
And
ANd

Is there a way to replace the missing Action button controls?

Or, maybe they are not necessary and we can just use the black admin controls?

Sorry my last post got garbled... and I cant seem to do an Edit here.
