I have been seeing 404 errors in Log Viewer where someone is trying to get past the login with fake url addresses.

 

When I add an IP address to web.config that I want to block, I notice that the IP address is not blocked as requested. Why is this not working?
      <ipSecurity allowUnlisted="true">
        <!-- allows everybody,except those listed below -->
        <clear />
        <!-- removes all upstream restrictions -->
        <!-- blocks the specific IP -->
    add ipAddress="5.9.83.211"/&gt;

Have you tried going to the Host Settings > Other Settings and enabling Request Filters then adding the IP Addresses there?

In DNN 9.3.1 this is located under
(Host...) Settings...Security...Login Settings...Login IP Filters.

To be able to use this you have to turn
(Host...) Settings...Security...Member Accounts...Member Management...Enable IP Address Checking
on.
