This is an issue due to DNN removing the SolPart actions menu controls in the latest release. You can go into your COntainers and remove the "action button" references (it might be all actions, not sure).

Here is what my container looks like. after I took out the suggestions.  I still can not edit.  I see the edit button and it changes when I hover over it but it will not dropdown the menu.

<%@ Control language="vb" AutoEventWireup="false" Explicit="True" Inherits="DotNetNuke.UI.Containers.Container" %>

<%@ Register TagPrefix="dnn" TagName="TITLE" Src="~/Admin/Containers/Title.ascx" %>

<%@ Register TagPrefix="dnn" TagName="VISIBILITY" Src="~/admin/Containers/visibility.ascx" %>

<script runat="server">

    Protected Sub Page_PreRender(ByVal sender As Object, ByVal e As System.EventArgs) Handles Me.PreRender

        SetStyleRecursive(Me)

    End Sub

    Private Sub SetStyleRecursive(ByVal ctl As Control)

        If TypeOf (ctl) Is WebControl Then

            If TypeOf (ctl) Is Button Then

                CType(ctl, Button).CssClass = "art-button"

            End If

        End If

I figured it out.  It wasn't the container.  It was the skin that was causing the problem.  It had script that shouldn't have been there.
