vNext is not in the 2016 roadmap. Has development started on it?

AFAIK there had been first investigations last year (mainly by Charles Nurse).

My understanding is that DNN neXt is on hold until ASP.NET Core (formerly ASP.NET 5, formerly ASP.NET vNext) is stabilized. DNN Corp isn't going to put substantial resources towards building a new framework until there's more clarity on what is being built upon. While the APIs facing web developers are fairly stable currently, the level at which DNN neXt would need to integrate with the new ASP. NET requires use of APIs that have been in quite a bit of flux even recently. My understanding is that its removal from the 2016 roadmap is intentional, there is not currently a plan to have a developed solution in 2016.

That work is about MVC modules and it's old stuff. 8.x already supports MVC modules (well some of MVC). vNext is pure MVC and no WebForms.

ASP.NET Core hopefully will be out in no more than 3 months from now... Let's say end of Q2.  By then we will know everything we need to know. But if DNN Software is going to wait till next year to start serious development, that means we will have DNN vNext maybe end of 2017 or in 2018. Not encouraging for us heavy MVC developers. Right now I am still having issues with current MVC module implementation.
