I just deleted an incredible number of modules and lots of content. The database has not changed in size.

it is safe, but not recommended for performance reasons and it uses some time and resources to reorganize indexes etc (depending on the actual ammount of data). But before you run out of disk space, this is an option.

Note: Shrinking the log files works only when the database is in Simple recovery mode afair. When you are in full mode, make a full backup of your database, change to Simple mode, shrink database and log files, switch back to Full mode and make another full database backup.

if your database has 1.4 GB, you might consider truncating tables eventlog, exceptions, sitelog and schedulehistory.
deleting content will only remove records, if you empty recycle bin.
Afterwards you may shrink the database - but should keep some additions space, reserved for the tables to grow again (e.g. 100 MB).
