I ran into this issue as well and found a resolution for it. You have to give Write/Modify (or Full permissions to make it easier) to the level above the web root. I used ProcessMonitor to watch what the AppPool was doing and found it was making a check to write.modify in that folder and if it fails the Portal removal process fails.

Example

D:\websites\Client\DNN (code resides in DNN folder in this example)

You have to then give write/modify access to the D:\websites\Client\ folder for the process to work.

So quick fix is add Everyone + Full Control to that folder, remove the Portal and then remove the Everyone permission. I've had to do this now on 3 different DNN 8.0.4 installations to make the removal work.
