Are DNN Upgrades cumulative? For example If I were to upgrade from DNN 07.04.02 to DNN 08.00.02, do I need to apply all the upgrades released between those version or just the latest 08.00.02 is sufficient?

Upgrades are cumulative, you may skip a number of smaller Versions, however, for larger steps like from DNN 5 to 8 it is advisable to follow the suggested upgrade path.
For Upgrades from 7.4.2, you may directly upgrade to 8.0.2. Don't Forget to start with a backup and be Aware of the numerous breaking changes in DNN 8.

Well, I was going to upgrade from 7.04 to 7.4.2 but i could not for the life of me find version 7.4.2.  Very frustrated i made sure it was backed up and rolled the dice and started the upgrade to 8.0.  Still at 25% after 1 hour.   How long should i wait?  Why is it so difficult to find the previous  versions?

if it takes 1 hr, there is most likely an issue during the upgrade process.
You'll find DNN 7.4.2 upgrade package at http://dotnetnuke.codeplex.com/releas...
(use the box on the right hand side to select versions)

Pro Tip: when upgrading, launch the process manually by browsing to YOUR-URL/install/install.aspx?mode=upgrade

 This will get you better error reporting if the process fails.
