did you make sure, your app pool is running on ASP.NET 4.5.1 or later?

4.5 is installed on my computer but the App Pool dropdown doesn't have the option to select 4.5; it has 4.0;  and 2.0 in the list.

IIS does not allow you to configure a specific class library version but instead you set the CLR version associated with the class library version you want to use.  In the case of DNN, you should set IIS to use CLR Version 4.0 since that is the version needed by ASP.Net 4.5.1.

if there is 4.5.1 and a previous version of .Net installed, you might need to use aspnet_regiis tool to configure the proper one to use.
