I tried to allow non-admin users to manage and create users.

I did this:
1. add the user/role module to a page
2. then go to settings turn off Inherit View permissions from Page
3. add the permission to view and edit the module
4. add the permission to manage users

When I try to create a user I get the error: "You are not authorized to edit this user"

Please help?

I was going to say ... isn't it already supported within the settings? You shouldn't have to create a page for it.
