I am having this same issue. When you say you found an "orphaned" skin row, how did you know it was orphaned? I have several rows in the SkinPackages table for skins that no longer exist. I upgraded from a 6.x version so several things got installed along the way. I removed the skins that I no longer wanted through DNN. The files are gone but the database row still exists - are these the row(s) you are talking about?

due to reports from users of my Turbo scripts, it now fixes the issue, but I am not allowed to advertise my scripts here and I don't have the time atm to create an individual fix script for it.
However, you may backup your database, apply my turboDNN script and check for the issue being fixed.
If so and you don't like to rely on my scripts, dump content of tables Skins, skinPackages and Packages. Next, restore the original database and make sure, the tables contain same rows.

 I have not tried Sebastian's Turbo scripts, but I know from past experience he knows what he is talking about, so you might try his script.

DNN 8.x.x broke some of the older skins/containers and to prevent users from using those broken skins I deleted what I could from the Web interface, but most of the old one's were not showing up in the Extensions section.  I went through the SQL tables Skins, skinPackages and Packages and deleted all the entries that belonged to the old broken skins.  I thought I had them all when I posted the problem but later went back through and found a couple that I had not deleted, sorry can't remember which ones, but once they were deleted and I cleared cache and restarted the app Extensions was again working.

After a bit of hacking around and a bit of cussing, I fixed the issue. As Sebastian Leupold suggested it was a problem with a skin. However, it wasn't the skin per se that was causing the issue it was an orphaned container in the Packages table.
