hi, thank You for feedback.
1. app has been restarted after all actions,
2. dns records are set up exactly like records for my other domain mapped to other site,
3. In the event log there are no any exceptions related to redirection,
4. I added url redirect rule from atmdev.net to www.atmdev.net and now redirection works properly.

I don't think adding special url redirection rules at IIS level is the solution :( It is rather an emergency patch for my problem. I expect solution at dnn app level.

you may specify redirect rules in Admin > Site Settings as well-
