How are the cache settings on page/module?

I do believe much of the trouble I am having is performance related and not a coding or data issue.  I am using shared hosting at PowerDNN/Managed.com, so just being in a shared environment is going to give us a performance hit.  However, I get the same behavior on my local copy on my i7, quad-core laptop.  

In addition to the paging not working, when viewing the groups and forums, it seems that the content loading is stopping just after the word "by" where the original poster is referenced.  The code view shows this just before the beginning of the forum footer content, with the highlighted text being the beginning of that footer:

by%=&nbsp;<tr.....

Which table cell/row ends abruptly varies.  The same page will break at different records in exactly the same way.  Visiting a record on a broken line, then returning will usually result in that line loading properly with a different line breaking.  Sometimes no lines break.

In answer to your question, though, here are those settings:

Any ideas would be tremendously appreciated.  We are flipping the switch on this site with the forum as it is because we can't stay down forever and the old site, particularly the forum, is falling apart around us.  Even like this, we are much better off than we have been.
