you need to make sure, the SMTP server account has been granted permission for relaying, i.e. sending in the name of another user.

Shouldn't DNN send emails whit the account specified either in Host Email Settings or SMTP Settings?

If not, which account it uses?

DNN does use the SMTP account, specified in Site Settings, if empty the one from Host Settings.
But the sender of the email is taken from module context and might be someone else (email address of the site admin or current user).
The SMTP server might refuse to send mail, where the sender does not match the SMTP account - unless it is granted relaying permission.

The solution is setting properly Administrator's email.
