Yes, I have been doing that. It is odd. I monkey with that table and it seems the web application is defaulting to the first instance in that table, but I am not see an error in the logs

as I suspected, this was actually caused by a number of different things. DNS changes, multiple DNS servers internally. A change to to security on the log file directory and an identity change to the App Pool. After working through all those things and getting the appropriate individuals to make changes I finally got this configuration to fly.

Thank you for the suggestions.
