We currently run DNN 7.04.02 because our skin does not support any version past it. We are looking to purchase a new skin and have installed DNN 9.0.1.142 on a test server that will eventually be our new site. I would like to use all the content from each page, Google and Act-On tracking code, blog module, etc... that is currently on our running site (www.crossroadsrmc.com), but do not know the best way to go about the set up. 

Should we make a backup of the current site, upload it to the test server, remove the "bad" skin and then upgrade to DNN 9? Or is there a way to move all the content/database to a new version, knowing that I will need to tweak the pages to work with the new skin? I'm not a programmer, so I may need additional instruction as to where to find settings, files, and such.

Hello,
Personally I would go with the upgrade option since you want to keep everything as is (content, pages, tracking codes, SEO etc). Every other solution seems more bothersome (to me at least).
I would backup the existing site, upload it in a local server, remove the skin that you know will cause issues, upgrade DNN and modules (keep in mind that it is wise to keep a backup before and after every successful upgrade so that you can do a rollback if something goes wrong). Then I would go to each page and adjust everything that needs adjustment. Replace the current site with the new one and you are done.
From experience I will tell you this: if the upgrades go well and you don't stumble on any major issues, the rest is easy. I had a website running DNN5 and at some point upgraded it to DNN6 (this was upgrade and redesign but since the website had a lot of traffic and had an eshop as well, I had to go with upgrade and not a new installation). Recently we upgraded from DNN6 to DNN8 (this was upgrade without redesign, kept the content as it was), so this is much like your case.

usually upgrade would be the best option, it includes users, roles and permission as well as all content.
However, DNN 9.0 is still lacking some features and there are known upgrade issues, I would wait upgrading until at least DNN 9.1.0

Thank you both for your responses. 

Do you know when 9.1.0 will be released? Also, if I cannot wait for 9.1.0, what version of 8 should I upgrade to?

You may upgrade to DNN 8.0.4. Be aware of breaking changes: use latest version of all 3rd party extensions and start with a backup of files and database.
Ideally, upgrade a clone of you DNN installation.
