Ky,

right-click the downloaded ZIP file an go to Properties. At the bottom of the first taab, you can find "Security: This file came from another computer...", and a button near this saying "Unblock" - click this button before unzipping the file.

No, nothing like that under properties... luckily?

I'd re-unzip the files from upgrade package and copy over existing files, maybe sth went wrong.
Clear all .Zip files in subdirectories of /install folder afterwards (and old versions of .resources packages, if still present).
