We recently upgraded from 8.4.2 to 9.1.1 and are also experiencing not being able to Edit pages. We narrowed it down to IE browser only. In IE the only way to go to edit mode is to use page management edit pencil. Any solutions to this issue would be appreciated. Our clients only use IE to edit pages.

I'd recommend that you open the website with IE and then use the browser tools to see if there are javascript errors on the page causing the problem.

I run into this issue too for the DNN 9.1.1: Report Viewer crashes in Edit mode.
I haven't found better solution than to enable partial rendering for the module control on which I use Report Viewer.
There is a good instruction how to do it: https://aspdotnetcms.wordpress.com/20...
Now I have two 'Loading' screens one above another, but it is the best way I have found.
