DotNetNuke Configuration Error

Object reference not set to an instance of an object.

DotNetNuke has extensive file upload capabilities for content, modules, and skins. These features require custom security settings so that the application is able to create and remove files in your website.

Using Windows Explorer, browse to the root folder of the website ( C:\DotNetNuke by default ). Right-click the folder and select Sharing and Security from the popup menu ( please note that if you are using Windows XP you may need to Enable Simple File Sharing before these options are displayed ). Select the Security tab. Add the appropriate User Account and set the Permissions.

If using Windows 2000 - IIS5
- the {Server}\ASPNET User Account must have Read, Write, and Change Control of the virtual root of your website

If using Windows 2003 - IIS6
- the NT AUTHORITY\NETWORK SERVICE User Account must have Read, Write, and Change Control of the virtual root of your website

So I spend an hour screwing around with ASPNET user security settings.

Then, after wasting all that time, i take a look at the event log and discover that the real problem is that the db is fouled up.   GetPortals is missing.

Two questions
1) Has anyone at DNN heard of error handling? 
2) Is there a batch db script somewhere that I can just execute and be done with it?

I fixed this by refreshing the page. It then continues to the next error which is:

00:00:28.906 -   Error: Object reference not set to an instance of an object.
00:00:28.906 -   Portal failed to install:

My hoster says that file permissions are set correctly but can't get past this whatever I try and I've been trying for two days now. Unfortunately a portal site that only runs on my local machine and not on a remote shared hosting is pretty much useless to me.

I have the sampe error! Can't seem to get passed this problem.  Can someone please please help on this issue. Been working on it for two days and nothing seems to fix this issue, file permmisions etc....
