You are correct in your thinking about how it should work, however it appears that 4.3.3 is buggy in this regard. Please have a look at the first post here and see if you can confirm it to be the case. This is a showstopper bug for me.

I can reproduce this under 3.3.3 However, it only is occuring for me on text/html modules that have a cache time set.

Yes, I've just found out in my other thread that some modules are defaulting with a cache time set and this somehow causes the permissions issue. I'm pleased at least to be able to continue working on it now.

This is a similar problem to what I'm having, I have a 4.3.3 upgraded site and I cannot set a user to have permissions to edit some modules on the page but not others.  All the cache time on all Text/HTML modules are set to 0 but the problem still occurs.  Setting permissions seems to only work at the page level.
