I'm having the same problem with resx files only working for admin users or users with edit permissions. Did anyone find a solution to this problem. Never noticed it before until 3-4 days ago.

I had this issue, as well as the infamous WebForm_PostBackOptions is Undefined error.

Am developing with the Starter Kit, which only matters because it defaults the cache to 60 on a new instance of a module.

Turn the cache to 0, and the labels appear as expected.
