Test the permissions by uploading a file using DNN's file manager. Use the one under host. After uploading, if it gives you a permissions error, that's it.

Now a days, I just set the network service user to modify on the root and all child folders.

If you can upload a file, great -- then tell us if when you upload a skin/module, is it hanging (still trying to load?) or is it just refreshing?

Same issue here. 

Host > Module Definitions > Upload A New Module > I Browse and Select File > Add > File Appears In List "Custom Module - Install.zip" > Upload New File...

I am returned back to the Module Definitions List, the module never installs.  I never get an error.  I check the logs using the Log Viewer and it shows the Application Shutdown and Startup but no module install and no errors.

I do not have any idea if this is what fixed it but I switched from Moderate Caching to No Caching and switch Module Caching from Memory to Disk.  It uploaded with no problem.

It just refreshes back to the page I originally clicked on "upload new ***" from ... no action whatsoever? ... not even loading? > "I just set the network service user to modify on the root and all child folders." How is this done?

How did you switch Caching? Please let me know so I can try it? cheers :D
