Oh this brings up another question though.  What about TabModules?  I just did a search and found records in TabModules marked as IsDeleted = 1.

Theoretically those should be available for deletion too.  It would be nice though to hear from someone on the Core Team who could verify.  

Here is the coded.  Use at your own risk.

select * from TabModules where IsDeleted = 1 order by TabID

delete from TabModules where IsDeleted = 1

-something clever or funny.
