No, settings won't help much.  That is mostly an ASP.Net startup issue, although DNN makes it more pronounced since it is such a large application.

The pageBlaster should help with that too though if you use disk caching, because DNN will not need to load as much into it's cache on startup if the page is available as a static file on disk.
