Can anyone tell me if the “Non-Core Modules, Version 3” Page is available as a module download and if so where?

I am not sure I understand what you are referring to?  Does it relate to the ClientAPI in any way? 

Edit:  I think I understand your question now...  You are probably looking for the Repository Module.
