If you are wanting to change the graphic, it can be found in the images\  folder in the root of your site, it's named help.gif I would suggest backing it up first (good practice imho) and then modify it according to your needs.

it's a simple question with a simple answer: no

The best way to deal with it for multiple client portals is replace it with a single pixel blank gif. This is not as bad as it might seem once you actually click on the icons to review the help on offer - there isn't any. At worst, it simply repeats the information under scrutiny - At best, it rephrases it a little. It's another excellent dnn developer framework completely lacking in useful comms.

So... get rid of the help icon and provide your own documentation to site owner.

Well then change the tooltips. Thats pretty easy done.
