The problem is apparently module settings.  I checked with a core team member who was having the same problem.  I told them to check module settings of the upgraded module vs a new instance of the module.  I am waiting for the steps he actuallly did, but he already told me he fixed his problem from there.

Edit Add - It also involved looking in the ModuleSettings table for those .xml files.

Eric, did you actually fix an upgraded forum.  Or were those fixes for the new forum you created?

 
Like Chris says, the solution lies in the module settings. What i did was add the settings that were missing compared to the new install, but i think the most important issue is changing the skin settings.
 
To Chris: you can emulate this problem by selecting a skin in the module, and then delete or rename the folder of the skin.... so maybe there should be some fallback skin, for instance revert to the DotNetNuke skin if the selected skin is not available?

I will set this on the list to investigate for next release.

Below is what Liegh told me he did to fix his error:

i set the moduleID of the erroring mod to the moduleID of the Address settings, then set the new moduleID settings to the erroring moduleID.  Once that was done, i deleted the old settings and then deleted the new instance of the module.  (phew!)

I had to do this by hand as there is a constraint on the modulesettings table.

I have 5 xml files as has been previously mentioned.  My install was an upgrade, the forum works fine as long as you don't want to go to the configuration.

Actually though Crispy with this one exception and a few minor FireFox issues the new forum looks great thanks for you efforts and thanks to the team members as well.  Now if we can just get back the configuration I will be in heaven (so to speak)  thanks again y'all looks good.

Ok a bit of an update.  I manualy went into the module setting database found the WhatsNewTemplate setting it was set to silver.  Change that to DNNSilver and guess what? you got it the configuration is back.
