When I upload documents to my Root folder, everything runs as it should.

 

In an attempt to keep the content organized I have create a “Documents” folder

 

When the documents are in the “Documents” folder, they are not available to unauthenticated users.

 

I am running DNN 4.3.4

I’ve tried Document Module 3.01.03 and 3.01.05

The web server is running under medium trust

Can you please check the permission on your "documents" folder using the DNN file manager, and make sure that "all users" have view rights?
