I would guess it is a verison compatible problem by looking at the posted error message, the part that reads can not connect to database is in relation to the upper portion that is wrriten in bold. So in order to to correct this issue I would begin to track a fix the verision of your data base engine. Some of the questions you may want to ask your self is what database program am I using, oh! and what verision is it, also what dotnetnuke version is on the machine that I am trying to accomplish my task.  According to your web.config file, its assuming you are using

SQL Server 2005 Express because you uncommented that string

<!-- Connection String for SQL Server 2005 Express -->

However, you wrote:

If this is the case you must uncomment out the 2000/2005 strings and use those for connecting:

Try utilizing these to strings instead.  comment out the 2kexpress strings with the <!--     --> tags.

Hopefully one last question... is the default admin and host login accounts and passwords documented somewhere?
