My question is why are the Administration modules (File Manager, User Accounts, and Newsletter) not part of the standard module list. It seems to make since with the proper role bases permissions (enabling certain features, like editing or private information) that these modules would be an useful addition to all users; in certain conditions.

I find that that I am frequently paying for third party modules (which have upgrade cots about every few months) that have these modules functionality.

I assume there is no easy way to make them easily available to users other then administrators; without rewriting them.

One of our roadmap items is to split admin modules out from the core application.  Without walking the code by hand, I can specifically answer whether these items could be used without consequence outside the admin roles.

In general, most of the major module vendors provide a lot more functionality in their comparable modules, so even if you are purchasing a 3rd party filemanager module, you will get a lot more features than that provided by the core modules.
