I've installed the module on a number of pages, each of which will have it's own moderator.  The problem is that when a new user visits a forum for the first time they are then added to the user list of every forum, where as I would expect them to only be visible in the forum adminstration of the page they visit. 
The same thing happens with a private forum.
Is this by design or am I missing a setting somewhere?

The current design does share moderators and I am changing that now. (Private forums are a bit different, they control all access per forum) The one thing that will never change is this still relies on DotNetNuke for permisisons control. If someone can see the module they are a user in it. If you have multiple instances in a single portal, you are still using the same userbase for that portal so both forums have the same users. This should be no surprise.

I still have mutiple forummodules in one portal. What I want is this. When a user fills in his userprofile in one forum,odule, then I would like to share it with all other modules. Is that possible. Now a user should fill in his profile for every forummodule he visits,..
