I'm getting the same issue.
I have Windows XP SP2. VS2005 and VS2003 installed with IIS5 and SQL Server 2000.
I searched for repliesto this issue and it all apparently boils down to missing directories. The problem appears to have been 'in play' for over a year.
I found this in the asp.net forums and it appears to be a reasobaly definitive answer:

........ Here's what you do:
1) navigate to: C:\Documents and Settings\yourname\My Documents\Visual Studio 2005\Templates <-------- location depends on your installation, of course
2) here you'll find two folders: ItemTemplates and ProjectTemplates; in each of these folders create a new folder called Visual Basic
3) your new directory structure should look like:
Visual Studio 2005/
Templates/
ItemTemplates/
Visual Basic/
Visual Web Developer/
ProjectTemplates/
Visual Basic/
Visual Web Developer/
4) re-run the installer and it should work now

I tried this - it didn't work. There were other posts that ran a variation of this with sub-directories called "Web" under "Visual Basic". These didn't work either [for me], although it apparently did for others!!!! weird.
Anyone got any further suggestions? If anyone can post a list of the actual files [which I presume are in the zip files] I gues I could "hand craft" the file structure, paste all the files and hope for the best......
[Why on earth can't the error message include the actual path in the message!!! That'd make it useful....]
