Our portal is a private one, and we need the users to be able to create threads in the forums. We don't want them having all the administration bars at the tops of their pages, we just want the forum to be private, and the users to be able to create their own threads.

Where do I go about doing this?

I am having the same issue, and it is driving me up the wall. Not to mention giving users privilege to edit the module is a bit more of a risk than I would like. I don't suppose you found a solution to this one yet?
