Can I let a normal user approve (authorize) unauthorized users?

out-of-the-box, I don't think so- it seems to me that the user account management is only accessed from the Admin menu...

I think I did it, here's what I did exactlly:
By the way, I'm using DNN 4.3.5
  1. Open DotNetNuke solution in Visual Studio 2005
  2. Open /Admin/Users/ManageUsers.ascx.vb
  3. Comment out the following lines (starting at line 236)
                        Check if user has admin rights
                        If Not IsAdmin Then
                            AddModuleMessage("NotAuthorized", ModuleMessageType.YellowWarning, True)
                            DisableForm()
                            Exit Sub
                        End If
  4. Build the project
  5. Make a copy of the folder /Admin/Users and paste it in /DesktopModules folder
  6. Login as Host
  7. Add a new Module defintion
  8. Add the control /DesktopModules/Users/users.ascx to the newly craeted module as a view control
  9. Add the control /DesktopModules/Users/manageusers.ascx to the newly craeted module as an edit control with Key= Edit
  10. Use your new Module!
