The benefit of using NavigateURL is that you allow a the portal administrator to set the access to each of the controls. When you register each control you indicate what type it is (either View, or Edit, or Settings). The portal administrator is able to assign security groups access to each of these types.

Therefore, you can have the exact same module behave differently in different parts of the portal. You may not need this so it is your choice to use it.

That makes sense. But I'm also thinking about Intranet type applications with fairly complex interfaces. IMHO the Controls.Add method is easier to manage as all the controls will basically be in the same security context and will not be used by themselves.
